LBCN jamin siap projek perumahan Alam Perdana
LBCN juga telah mendepositkan RM41 juta dalam "Tabung Projek Terbengkalai Negeri Selangor" yang diuruskan oleh kerajaan negeri.
SHAH ALAM: Kerajaan negeri telah memperoleh jaminan peribadi dari pengarah-pengarah Ladang Bukit Cherakah Nominees Sdn Bhd (LBCN) untuk menyiapkan projek perumahan terbengkalai, Alam Perdana di Kuala Selangor akhir tahun ini.
Menteri Besar, Tan Sri Abdul Khalid Ibrahim memaklumkan kepada kira-kira 500 pembeli rumah bahawa LBCN juga telah mendepositkan RM41 juta dalam “Tabung Projek Terbengkalai Negeri Selangor” yang diuruskan oleh kerajaan negeri.
Beliau berkata, dana itu akan digunakan untuk menyiapkan 3,000 rumah yang sepatutnya telah disiapkan sejak 2001. LBCN diberi tempoh antara enam hingga ke 18 bulan untuk menyiapkan sepenuhnya pembinaan itu.
“Jika syarikat ini gagal menyiapkannya, mereka akan kehilangan deposit. Kita akan menggunakan dana ini untuk mendapatkan pemaju lain bagi menyiapkan projek perumahan ini,” kata Menteri Besar dalam satu kenyataan media hari ini.
Menteri Besar berkata demikian pada sesi dialog dengan pembeli-pembeli rumah projek Alam Perdana di Stadium Tertutup di Kuala Selangor, semalam.
Bagi pembeli-pembeli yang telah diistiharkan muflis kerana gagal membayar pinjaman perumahan, Menteri Besar berkata, beliau akan cuba membantu dengan mengadakan perbincangan dengan bank-bank yang terlibat.
“Saya secara peribadi akan bertemu pihak bank untuk memastikan pembeli tidak dibebankan dengan masalah ini, ” katanya.
Pada sesi dialog itu, pembeli-pembeli meluahkan kemarahan terhadap pemaju kerana gagal menyiapkan projek seperti yang dijanjikan.
Pada masa yang sama, pembeli-pembeli menyatakan terima kasih kepada kerajaan negeri yang membantu memastikan projek terbengkalai berkenaan disiapkan menjelang akhir tahun ini.
Peneroka asal
Mengenai isu Kampung Kerandang, Menteri Besar berkata, kerajaan negeri telah mengenal pasti 30 keluarga yang tinggal di kampung itu dan akan mengadakan pertemuan bagi memastikan mereka adalah peneroka asal.
Kira-kira 1,000 ekar Hutan Simpan Bukit Tarek telah diasingkan dan diberikan sebagai tanah TOL di bawah kerajaan terdahulu.
Kerajaan negeri mendapati bahawa tanah TOL ini dikeluarkan untuk tanaman kontan.
“Kelapa sawit bukan tanaman kontan jadi kita perlu mengenal pasti siapa yang menerima tanah TOL ini,” katanya.
Menteri Besar mengarahkan mereka yang secara tidak sengaja membeli tanah di Kampung Kerandang supaya mendaftar di Pejabat Tanah dan Galian kerana urusniaga ini mungkin menyalahi undang-undang.
“Walaupun kerajaan negeri boleh mengabaikan transaksi haram ini, kami akan tetap bertemu dengan mereka atas dasar kemanusiaan,” kata Menteri Besar.

TPPT Sdn. Bhd. was established by Bank Negara Malaysia in 1990 with initial objective to manage funds for Tabung Projek Perumahan Terbengkalai (TPPT) set up by the government to rehabilitate the abandoned housing projects. We had successfully rehabilitated 74 projects involving about 19,000 units of properties before the funds was ceased in 1992.
Our success and experience in the rehabilitation of abandoned housing projects and the support of Bank Negara Malaysia through Tabung Pusingan Perumahan Kos Rendah (TPPKR) has enabled TPPT Sdn. Bhd. to expand its role as a reliable housing developer.
Our focus is to develop mix affordable houses for purpose of promoting house ownership and upgrading the living standards of the various target groups with particular attention is given to the low income group.
So far, we have successfully implemented a number of mix housing projects under TPPKR involving a total units of more than 20,000 properties with value of more than RM1.0 billion. We have planned to implement a few other projects in the near future.
TPPT Sdn. Bhd. has also been appointed by the government as the Secretariat to the funds set up for Projek Usahawan Bumiputera Dalam Bidang Peruncitan (PROSPER) and Yayasan Perumahan Untuk Termiskin (YPUT).

Satu projek yang fokusnya kepada golongan berpendapatan sederhana untuk memiliki rumah kos sederhana. Tapi harganya tak tau la dikira dalam kategori serderhana ke tidak.

Maklumat PR1MA
Lokasi :
PR1MA akan dilaksanakan di kawasan bandar dan pinggir bandar di seluruh negara. Di kawasan bandar, rumah berbilang tingkat akan dibina manakala di kawasan pinggir bandar yang mana saiz tanahnya lebih luas dan kos tanah yang lebih rendah, pembinaan kediaman bertanah akan dilaksanakan.
Projek PR1MA dimulakan di kawasan Lembah Klang kerana permintaan yang tinggi. Ini juga didorong oleh faktor harga hartanah yang tinggi terutamanya di bandar-bandar seperti Kuala Lumpur, Johor Bahru dan Pulau Pinang. Seterusnya, pelaksanaan PR1MA akan diperluas ke negeri-negeri lain.

Model Pembangunan :
Projek PR1MA akan dilaksanakan secara pembangunan bercampur dengan pembinaan lot-lot komersil di kawasan pemajuan. Projek pembinaan juga akan dilaksanakan di lokasi yang berhampiran atau berdekatan dengan jaringan sistem pengangkutan awam termasuk Mass Rapid Transit (MRT)/Light Rail Transit (LRT)/KTM Komuter dan Bus Expressway Transit (BET) bagi mengurangkan penggunaan kenderaan persendirian. Ini seterusnya dapat membantu mengurangkan kos pengangkutan kepada penghuni.
Pemaju-pemaju juga adalah digalakkan untuk menggunakan sistem binaan berindustri (Industrialised Building Systems-IBS) dalam pembinaan bagi mempercepatkan pelaksanaan projek. Di samping itu, pemaju juga digalakkan untuk mengaplikasi konsep teknologi hijau dalam setiap pemajuan perumahan.
Jenis Kediaman :
Unit-unit rumah yang akan dibina adalah jenis strata atau kediaman bertanah bergantung kepada lokasi dan saiz tanah.
Keluasan Unit :
Keluasan setiap unit rumah adalah di antara 800 kaki persegi hingga 1,400 kaki persegi dengan 3 bilik tidur dan 2 bilik air.
Harga :
Harga jualan setiap unit adalah dari RM150,000 hingga RM300,000 bergantung kepada lokasi dan saiz unit rumah.
Kelayakan :
Pemohon yang layak untuk membeli rumah PR1MA adalah warganegara Malaysia yang berpendapatan sederhana sehingga RM6,000 sebulan. Pembeli juga merupakan pembeli kali pertama bagi Program ini dan disyaratkan untuk mendiami rumah PR1MA tersebut (owner occupied).
Bagi melayakkan pemohon untuk mendapat pinjaman pembiayaan daripada institusi kewangan, jumlah komitmen tanggungan pemohon mestilah tidak melebihi 65 peratus daripada jumlah pendapatan kasar bulanan termasuk pembiayaan bagi rumah PR1MA.

Kerajaan akan menyediakan green lane kepada pemaju yang menyertai PR1MA bagi membantu mempermudah dan mempercepatkan proses kelulusan daripada pihak berkuasa tempatan dan agensi berkaitan.
Moratorium :
Selaras dengan tujuan PR1MA untuk menggalakkan pemilikan hartanah kediaman di kalangan golongan berpendapatan sederhana, pembeli dikenakan moratorium iaitu tidak dibenarkan menjual rumah PR1MA yang di beli untuk tempoh 10 tahun.
Pakej Pembiayaan :
Pembeli yang layak boleh mendapatkan pinjaman sehingga 105 peratus daripada institusi kewangan yang berkenaan dengan tempoh pembayaran balik sehingga maksimum 30 tahun.
